Romanian case example 2

There are three claims submitted against the awarding documentation and there is a request for annulment of procedure. The Contracting Authority does not suspend the procedure, receives the tenders, rejects all of them and calls off the procedure.
The three claimants ask the Council to acknowledge that their claims are left without any subject. In the mean time, one of the tenderers appeals against the rejection of its offer and against the annulment of the procedure.
Which is the order according to which the claims must be solved ? Do we reason first over the exception regarding the lack of subject of the first claims and then we move on to analyze the latest claim ? Is the latest claim to be analyzed first and then the first ones ?
